ABIHPEC – Brazilian Association of Personal Cosmetics, Toiletry and Fragrance – represents the CT&F sector in the national and international scope. The SIPATESP – Sindicato das Indústrias de Perfumaria e Artigos de Toucador no Estado de São Paulo (Union for the Industry of Perfumes & Toiletries in São Paulo) performs the same function within the State. Both, they coordinate programs like Beautycare Brazil, in order to promote the exports of Brazilian industries in this segment. They act in partnership with the ITEHPEC – Instituto de Tecnologia e Estudos de Higiene Pessoal, Perfumaria e Cosméticos (Institute of Technology and Studies of Cosmetics, Toiletry and Fragrance), the technological arm of those institutions. CT&F products are regulated through the health legislation, and are inspected by ANVISA (National Health Surveillance Agency). Within Mercosur, legislations are harmonized, and are in tune with the main international regulations, like the European and the North-American ones. The department represents the sector before regulatory bodies and national and international professional associations, by transmitting technical information to members. It sponsors technical meetings with members in order to define the positions of the sector, besides offering training and participating in national and international Regulatory Forums. It develops manuals on Good Industrial Practices, acts internationally for the harmonization of Health Legislation, and promotes the interchange of information with similar associations in the world, by always working together with governmental bodies.

With monthly meetings and lectures addressing themes of the present times, besides the accomplishment of punctual researches and updating of the legislation, the department propitiates the exchange of information and experiences among the professionals in the area. It also follows up, in São Paulo, labor negotiations within the sector. Through monthly meetings of a working group, which are open to all members, the executives discuss themes spanning from the punctual situation of each company to macro topics, like legislations and updates on labor themes presented by invited specialists.

It monitors tax rates and legislations. By aiming to further simplify and reduce tax rates of taxes falling upon sales, and to follow up changes in the different States where there is tax substitution, ABIHPEC contacts different spheres in the government, both Federal as well as State. By doing so, the entity monitors tax rates and legislations.

It presents a positive image of the industry in Brazil and the world through an integrated work of communication & marketing. It aims to strengthen the image of the industry before journalists, entrepreneurs, partners, the government, suppliers and clients. It coordinates integrated strategic actions both in Brazil and abroad. It organizes events and contributes for the strengthening of entities as well as the existing projects.

A reference sector regarding information for ABIHPEC’s internal and external publics. It collects, analyzes and disseminates data and knowledge on the CT&F sector through an intelligence report on Brazil and the World, studies of target markets of the export incentive program, bulletins on the sector and the economy, data on the market, research of consumption habits – projeto multi, focused lectures and Euromonitor data, in order to monitor the sector in the world.

ITEHPEC
The ITEHPEC (Institute of Technology and Studies of Personal Hygiene, Perfumery and Cosmetics) aims to fulfill the demand of the sector regarding innovation and technology, by stimulating, fostering and promoting research and development activities, and technological innovation. Among some of the initiatives of the Institute, in which members pay less to register and have preference regarding vacancy, there are the professional qualification programs and the Technological Rounds, which focus the most relevant themes in the area, like nanotechnology, packaging and others. It has partnerships with Universities and Research Centers, aiming to find technological solutions, and offers guidance on funding lines and programs related to innovation.

Legal
Legal consultancy and advice of the entity, in the area of Entrepreneurial Law in general, focused on strategic legal issues related to the sector, such as internationalization of companies, legal strategies regarding sustainability and use of the biodiversity. It analyzes and draw contracts for the entities, besides protecting the intellectual property of brands and patents.

Encourages the adoption of environmentally and economically sustainable strategies, by integrating market requirements to the business. Contacts governmental environmental bodies, and orients members regarding their compliance with new Laws and orders (Project “Dê a Mão para o Futuro – Ajude a Gerar Trabalho e Renda (Give a Hand to the Future – Help with the Generation of Work and Income)”, which complies with the National Law on Solid Waste). It participates in the creation of Bills, Resolutions, relevant technical standards, discussions and remittance of information on mechanisms for the prospection, transference and application of cleaner technologies (P+L) and pollution prevention, among others. It values ecologically correct practices and the “green” image of the sector, by fulfilling market requirements, and by promoting sustainable alternatives for the generation of richness through the use of Brazilian biodiversity.

Acts regionally by servicing companies in every Brazilian State regarding Health Compliance e Adequacy – Good Manufacturing Practices, Management of knowledge, diffusion of information (seminar on consumption habits, qualification course, edition of the trend book), regional strengthening of companies in the sector, besides offering knowledge and qualification mainly to small companies in the different States through the Sector Development Project for Personal Hygiene, Perfumery and Cosmetics (Projeto de Desenvolvimento Setorial de Higiene Pessoal, Perfumaria e Cosméticos – PDS/HPPC), coordinated in partnership with ABDI (Brazilian Industrial Development Agency) and SEBRAE-NACIONAL (Brazilian Micro and Small Business Support Service).

The objective of ABIHPEC’s Foreign Trade (Comex) unit is to contribute to increasing the competitiveness of the Brazilian CTF industry by developing the international capacity and increasing the international trade flow for companies in the sector.
